Judge OKs Spokane Mayor Recall

A Spokane judge has approved a ballot initiative aimed at removing from office Spokane Mayor James E. West over allegations he offered gay men city hall jobs in return for sex.

Benton County Superior Court Judge Craig J. Matheson threw out two of the charges contained in the recall bid but said the allegations in the jobs for sex scandal were serious enough that they should be put to voters.

‘‘That to my mind is an improper use of the office,'' Matheson said in his ruling.
