The petitions are given deadlines. Gather enough signatures before the deadline and the White House will issue a response to the petition.
There are two that are LGBT related. They need 5,000 signatures before the 22nd of October.

Our country is better than this, and we ask the Obama Administration to take any and all steps necessary in order to make LGBT Americans fully equal in all matters governed by federal civil law in all 50 states, the District of Columbia, and U.S. territories.

This results in confusing legal issues when a gay couple moves from one state to another, as well as creating a definition of marriage that is bigoted against homosexual couples.
The second petition, as I see it now, only needs ONE more signature.
We all know there are problems between the LGBT community and the White House, even the Democratic Party itself. But this is an important tool that we can use. Sure, it's probably a PR tool that they're closely regulating in order to keep from getting their hand bit. But
