I looked at the source code for the page, and found these

I pulled down the xlaabsolute.asp page and found it was not
ASP at all, but Javascript. I'm not going to post the code,
but it looks to me like the logic tree counts Yes votes and
ignores all others. The poll is entirely a fraud.
