The Minnesota AIDS Project AIDSLine, which provides testing referrals, as well as information for both newly diagnosed and at-risk individuals, has been funded to the tune of $135,000 a year by the Health Department. Last week, that funding was eliminated.

At the same time, Beardsley said the department is shifting funds toward behavioral change programs that target those most at risk of acquiring HIV or AIDS: Communities of color, gay and bisexual men, and IV drug users.
"As a result of this process, we realized that both the STD and HIV hot lines were not as directly responsible for meeting the needs of those populations that are most disproportionately impacted," Beardsley said. "It was a difficult decision, but we had to prioritize."
