The usual process used by the legislature to schedule speakers -- a simple sign-up sheet outside the hearing room door -- will not be honored at the Judiciary Committee's hearing. Instead, a lottery system will determine who speaks, and when. Though signup at the lottery will take place from 9 a.m. to 12:30 p.m., speakers must drop 65 copies of their written testimony at the LOB by 11 a.m.
All this for three minutes of floor time.
Introduced by Sen. Bill Finch , a Democrat from Plainville, the bill would make Connecticut the first state to legalize gay marriages.
