While it would be desirable to have a single-payer Health Insurance plan, it would be more feasible initially to simply extend hospitalization insurance to all Americans by extending Part A of Medicare. The program already a successful program, but only covers seniors. It does not cover doctor's visits. This could be added at a later date. I would guess that the cost increase would be less than double, since seniors make up more than 50% of hospital costs. Insurance for additional coverage would then be more affordable, which would benefit everyone who now provide health insurance to their employees. I would also suggest that we eliminate the payroll tax for Medicare and substitute a Value-Added tax. A VAT has a neutral effect on the economy, and would help to make American business more competitive with foreign business, since the tax would be added to imported goods. It would also be more acceptable to conservatives. I would estimate a VAT would be around 8%.
