This is a hot topic around here, but CNET has published the twenty phones with the highest SAR levels. First, some context and editorializing though.
SAR stands for Specific Absorption Rate - the rate at which a body absorbs energy from an electromagnetic field oscillating at radio frequencies (RF). It's a measure of power absorbed per mass and is usually given in Watts per kilogram. In the U.S. the FCC requires phones to not exceed 1.6 W/kg.
When we're talking about RF energy, radiation is a loaded term since RF energy isn't ionizing radiation (it doesn't strip electrons out of their orbits) thus it can't cause genetic damage and/or cancer. Also, the strength of RF energy is subject to an inverse-square power law. That means the strength of the signal is inversely related to the square of the distance to the signal. Move the phone only 2 inches from your head and you're absorbing just a quarter of the RF energy as if it was only 1" from your head.
But even if the phone is held right upside your head, then only your scalp is getting the full SAR dose of the phone. Your bone, and body's fluids, will greatly reduce the power of the RF reaching your tissues and brain. Because it's not ionizing radiation, the only thing it can do is slightly heat up your body's tissues. Since the power levels are so low, and are further attenuated by distance from the phone to the affected tissues as well as by bone mass and body fluids, there's no conceivable mechanism by which cell phones could be harming you. That doesn't prove there's no harm, but without a verifiable mechanism it makes it extremely unlikely.
Finally the research, while sometimes contradictory, is voluminous and there is no scientific consensus that RF exposure from even long term cell phone use is any cause for concern.
