Grassley admits Social Security proposal faces tough road

Reworking Social Security will have to be done in a bipartisan manner, says the Senate Finance Committee chairman.

A revamp of Social Security that could affect the retirements and
payroll taxes of millions of younger workers faces tough going in
Congress, Senate Finance Committee Chairman Charles Grassley
acknowledged Wednesday.

President Bush is expected to formally propose in February a change
in the national retirement and income security system that would
allow younger workers to divert a third or more of their payroll
taxes into retirement accounts.

Many Democrats and some Republicans strongly object to changes in
Social Security. Dissension among Republicans flared openly when
House Ways and Means Committee Chairman Bill Thomas, a Republican,
said Tuesday that partisan warfare likely will render the
president's plan a "dead horse."
