If it should be legal for a non-Muslim woman to wear a burqa in a public place in America, then should it be legal for a non-Muslim man to wear a burqa in a public place in America?

You might object that in Islam the people who wear burqas are all women. However, we're talking about non-Muslim women and non-Muslim men. Are they obligated to obey an Islamic dress code that discriminates based on gender?

Perhaps some politicians hope that people who are harassed because of their appearances won't wear burqas, but will instead pay for plastic surgery. After all, plastic surgeons are often wealthy, and some politicians dedicate themselves to the interests of the wealthy rather than to the rights of everyone. Plastic surgeons profit more when law enforcement officers enforce an unwritten law that forbids non-Muslims from wearing burqas.

Being masked or in any manner disguised by unusual or unnatural attire or facial alteration, loiters, remains or congregates in a public place with other persons so masked or disguised, or knowingly permits or aids persons so masked or disguised to congregate in a public place; except that such conduct is not unlawful when it occurs in connection with a masquerade party or like entertainment if, when such entertainment is held in a city which has promulgated regulations in connection with such affairs, permission is first obtained from the police or other appropriate authorities.

12. There's actually a law involving "unusual or unnatural attire"?

I suppose that some attire could be introduced very gradually so that at no point would a jury consider it to be particularly "unusual or unnatural." It would be like a floor-length skirt converted to a mini-skirt, getting shorter one step at a time, with each step making it one hundredth of an inch shorter. I say that it would be "like" that because it would actually be a burqa for men or women, without it being "unusual" for men to wear it.

Does that law mean that it's illegal for actors to do their own makeup at home and then loiter or congregate in a public place en route to their workplaces, unless the actors happen to be women, on the grounds that it's not "unusual" for women to wear makeup on their faces?
