Puppy found chained in cold, wet basement; owner cited

A pit bull puppy was found by Nebraska Humane Society investigators Thursday locked up in a wet basement on the end of a 12-inch chain.
The Humane Society and Omaha Police served a search warrant at a house near 42nd and Fort Streets.
Mark Langan, vice president of field operations for the Humane Society, said the puppy was found in the basement secured to a pole by the chain, with no food or water.
It barely had enough slack in the chain to stand up and couldn't walk around.
Langan said the basement had also flooded, and the dog had to lie in dirty water. It was shivering when found, he said.
"The owner told us he felt this is the proper way to raise a pit bull," Langan said.
The owner, a 48-year-old man, was cited for animal cruelty, and the dog was taken from the house by Humane Society officers. Langan said the dog was not ill and will live.
