Outrage over an evil is never "wrong" or "hypocritical".
From "our" perspective it might seem strange for people to shed tears over dogs while grilling their steak, but I caution against taking that attitude.
Compassion is a good thing, and shouldn't be mocked. Compassion for those dogs, and the possible resulting action, can be the first steps on someone's journey to a more compassionate way of life.
My veg journey started when I found out about mad cow disease. I was frightened about the impact on human consumers of beef, but another angle was the revulsion I felt that cows had been force-fed their bretheren. It was almost like a "soylent green" moment for me. I empathized with the cows, and it was a real turning point for me.
This incident with the Chinese dogs may be such a moment for others.
Also, the cruelty the Chinese showed to the dogs is all part and parcel of the deeper tradition of cruelty that exists in that society. It affects ALL the animals, including the humans. Injustice to one species is an injustice to all.......
Just some things to think about......
