Looking for Animal Testing info... industry practice, ethics restrictions, etc

I'm in an argument with someone who does animal testing at a University. She says that ethics restrictions are extremely tight at her facility, and probably moreso at others.

Anybody have info on industry practice and guidelines? Enforcement? Deviation?
