I have a question about the DVD player and playing DVD's from all regions,

I have a question about the DVD player and playing DVD's from all regions,
I understand that there is a program called VLC (third party media player) that will allow me to play any DVD from different regions, but I would like to know if anyone here has this program on their mac and if it really works.

I have a Powerbook G4 10.3.9 with a Matshita DVD-R UJ-835e drive.
