Are external DVD Burners (USB/Firewire) compatible with both Win and OS X platforms?

But you'll want to check with the manufacturer. An older model might be platform specific.

I have looked at online only specify Windows. But I did read else where that most dvd burners are compatible with both platforms even though they only specify system requirements being a Windows operation system.

The truth is that the innards of a Mac these days, are mostly the same as PCs.
This is why Macs are now as cheap as comparable PCs.
