3. It wouldn't surprise me
The intelligence community were said to be big users of NeXTSTEP, and later OpenStep, so OS X would be a natural progression.

There's encryption stuff (only for windows) from Canada that the NSA can't get into, but anything that's produced in the goood ol' US of A has to let Uncle Sam take a peek inside. Ain't it great livin' in the land of freedom?
