Problem Switching Between Programs in W2K

This is a weird one. I have a Dell Latitude C600 running Windows 2000. If I have several programs open and I want to switch to another program I should be able to just clock on the other program down in the task bar. The first time it works. When I want to switch back or to another open program the icon just blinks and does not restore the other window like it should. I have to click on the icon in the task-bar several times or minimize the other windows to get to the window I want to be.

Any ideas on what settings I need to check to fix this?

1. Try the task switcher

which is ALT + TAB. (Hit the alt first, then while holding it down, hit tab. Keep hitting tab to go through all your running programs.)
