I'm looking for a package to make and/or edit graphic images.
I'm an application programmer getting into web development. I'm not a graphic designer, but I do need to be able to create basic design elements. I can't believe the price tag on Photoshop & honestly, I'm not even sure it's what I need. I'm overwhelmed with what's out there & could use some input.

3. I down loaded the Windows version last night and installed it...
My artist friend was here and I had her check it out. She played with it for a bit and she loves it.
She's going to load it on her own computer(s)

This might be all I need. I'm not a graphic artist & I don't want to be one. I sure don't want to pay a lot for something that will be an occasional tool, not my livelihood.

2. Photoshop Elements might be a good bet.
It retains the power and ease of the mother app but eliminates a lot of features it sounds like you wouldn't need anyway. And it's much cheaper.

5. Thanks for the suggestion.
I was horrified when I saw the cost of Photoshop. Elements is much more reasonably priced! But, first, I'm going to try the free Gimp app, posted above.

6. Gimp is all you will need ...

The only people that *need* PhotoShop are those whose livelihood allows them to write it off as an expense.

IMO.
