do DVI to VGA adapters cause flickering?

I seem to notice some on my Viewsonic A91f+ at 75mhz and 1280x1024, I've tried it with those settings on another computer with a direct VGA connection and it doesn't seem to be flickering at all or any. It kind of depends on where I look and how I stare at the monitor.

1. Set your frequency to 85 if you can.

If your monitor isn't broken, that's what is causing the flickering.
