Check out the ones in your area to see if they have a LOCAL dial up phone number. (not just area code)
Of THOSE, check out their pricing plans to see which ones are acceptable.
Of THOSE, go to
http://groups.google.com and one at a time, search for the names of the ISPs on your list to see what people's specific experiences...
Here in South Jersey, for example, the best dialup ISP is snip.net. They're a local outfit, and give excellent customer service - no number of "I'm in Arkansas and I love Earthlink" advice will help you with the local mom and pops... That's why you need to search the groups.
