It goes throughout the life. The "firdar" is the period you must be referring to, the planetary period of the ruler of your sun sign, or planets exalted in the sign, during which the most significant things are supposed to happen. For instance, I am an Aries, so my fidars are Mars and the Sun. Since I am a day birth, the Sun starts the sequence of planetary periods, so my first firdar happened the first 10 years of my life. I did get some special recognition in my 11th and 12th years, but not in my first 10 that I recall. I don't find the system that resonant with what I know at first glance. For me the Vedic dasas, a similar but differently derived system, is much more accurate.
