help. basil leaf issues

Hey all, have been a frequent visitor to this site as a whole for sometime, just read, never posted. But now... i need your help.
These basil leaves are, what i can best describe as transparent. Not sure if this is some sort of bug, a fungus, bacteria, over/under nutrients? Its been outdoors but brought in to resolve this. Also gave it a good dosing of Neem Oil. Outside temp here in san diego has been averaging in the low 60's (just in case thats a factor). I'm new at this, so any advice is welcome, as are questions.

1. It looks like it might be leaf miner damage, although I've never seen it on basil.

My spinach often shows a similar problem. If I were you I'd pick off any damaged leaves and destroy them. That usually solves the problem. Basil, especially, will only get stronger and fuller if you pinch it back. I've had cold-damaged basil outside and cut it almost to the ground and still ended up with a decent plant a few weeks down the road.

2. It's hard to tell from the pictures, but my first guess would be fungus or mildew

Cull the affected leaves and treat with a fungicide. Water only in the mornings and let it sit in the sun for a while after watering.

3. Pinch off the bad ones, I try some garden dust maybe once or twice..
