This is a legal question, which pertains to a garden issue.
I looked for the legal forum, but I couldn't find it. If someone knows where it is, please direct me in that direction, however, this is the question:

Because I'm under a canopy of trees, my backyard is pitch black at night. I've slowly incorporated solar lights and other garden features which during the day may look ordinary, but at night, brings a new dimension to the backyard. Now, my new neighbor has shown every indication of being extremely skittish. His house looks like he secretly wanted a zero lot line, there's too much house for the property. I fully expect him to put flood lights on the side of his home which will encroach unnecessary light into my property. So my question is, do I have any legal right to have him turn down his brights? Or redirect them away from my property so it doesn't interfere with my solar lights, which produce a nice subdued lighting?

1. Check with your local zoning agency.
Not legal advice, just a starting point. There may be specifications on outdoor lighting. My county stipulates height of lights, for example. The lights can't be above the maximum height allowed for fences.
