I'm certain, from reading all nine pages of the linked thread, that both the composer and Firaxis are well aware of people downloading the track there, and neither seems to have any objection at all, considering the site is linked to from Firaxis' own site, and this post has been there since July.
The language is Swahili, a translation of The Lord's Prayer. It's well worth a listen.
