Crap... I hate when they do shit like this, it should not be allowed. The note I got was sufficiently vague as to make it impossible to determine exactly what they have changed but one part did stick out:
"The marketing options available on the PlayStation Network via PlayStation 3 and PSP (PlayStation(R) Portable) systems will be updated prior to August 11, but any changes you make in your marketing options there will not be effective until August 11, 2011."
So... These douchebags changed what they are allowed to sell of our personal data before today but decided not to tell us until today. When I find out where one goes to change their marketing options to "No, don't sell anything of mine" from "Why Yes, Please sell my shit and make additional profit so people can annoy me" (because we know this is going to be the default). I will update.

Edit - I found part of what has changed:
"You agree that you will not use any unauthorized hardware, including peripherals not sold or licensed by a Sony company such as, by way of example only, non-licensed game enhancement devices, controllers, adaptors and power supply devices (collectively, “Non-Licensed Peripherals”) or software to access or use Sony Online Services or any content or service provided on or through Sony Online Services."
This looks to me to be an attempt by Sony to be allowed to look at what you have on your PS3 to see if you are doing anything they don't want you to be doing. I take this part to be aimed directly at those using geohots shit that opened up cheating, allowing then to be banned from PSN. Just my take on it's meaning though, the devices part strikes me as bullshit since they already had the ability to make them not work... My paper weight, non-sony controller proves that. More updates when I find the marketing shit.
