ILC's and relocating folk from Nursing Homes

ILCs and Relocating Persons from Nursing Homes - # 203 (3/07)

Pursuant to the Freedom of Information Act, we obtained by Independent Living Center in each State for both 2004 and 2005 the number of
"individuals who were successfully relocated from nursing homes." 2006 data is not yet available. Here are the results for the approximate 350 ILCs. We recognize that these numbers are self-reported and defining "successful" relocation may vary. Nevertheless, the numbers are what they are.

In 2004, the ILCs reported that they "successfully relocated" only 2,864 persons and in 2005, they reported only 2,867 persons were "relocated," a/k/a were freed from unnecessary institutionalization!

There is an incredible spread in the numbers. But here are the ILCs in 2005 that were most successfully, as measured by the reported numbers of people who were relocated:

CONGRATULATIONS TO THESE TEN ILCs. No other ILC freed more than 50
persons in 2005.

Quite a number of ILCs "relocated" no one or only a small number. These
number raise many questions and issues: If ILCs are not able to provide
"independent living" for many, many more persons who are in nursing homes,
maybe the IL movement should reconsider its mission. Maybe funding should
be tied to numbers of persons an ILC "successfully relocates." What are
these ILCs going to do if this becomes the fifth "core service?" What is
the ILC leadership doing to monitor the ILC movement? How many of ILCs
have met with their MA offices to apply for funds to help them do more?
If an ILC is not relocating persons from nursing homes, maybe the IL
should be renamed.

1. Cross one center off the zero list for '06

I personally assisted with that one, though it was kind of a no-brainer: she'd been living independently, then sustained an injury which caused her to use a wheelchair for the first time. As her home wasn't accessible, she was discharged from the hospital to the home, which was where we came in. A few weeks later, she was free!

Where did you get the whole list? The email I got from Steve only lists the Top Ten. And what, might I inquire to ask, is your connection to the IL movement?

Doubtless this will be a hot topic at NCIL in July (looks like I'm going).

edit: Our previous center director apparently sincerely believed that there was no one in a home in our whole state who didn't want to be there. It is taking us a while to gear up for transitions under new management (who definitely gets it). Hopefully many other centers with few or no transitions are at a similar stage, and the numbers will improve steadily over the next couple of years. (do I sound like Bush** defending the surge? :-) )

re-edit: More recently, we were able to prevent someone in a similar situation from going in in the first place. Does anyone keep statistics on "transitions prevented"?

2. All the numbers ....

Were in Steve Golds email - just had to look far down in his message. Don't know about other stats.

Back in the 80's I worked at H.A.I.L. in Denver (dir of home health care programs) - it like Berkeley was one of the earliest ILC's - closed cause of mismanagement. I then worked as a Senior Consultant for the State of CO doing training and workshops on benefit management when someone tries to go to work. IN the 90's I set up a company called Disability Works which did trainings and worked directly with people doing PASS plans, ewtc. Yopu can look at old stats to note that CO had more PASS plans then any state except CA and many more by percentage of population.

Did SS trainings for Paul Wehmans Supported Employment center at VCU. Eventually did trainings in 30+ states.

I now support ADAPT (ADAPT.org)!! Direct Action - we'll be in D.C. for the annual protest in last week of April.

Last NCIL conference was a long time ago - Marca Brista (sp) was head of NCIL and Ed Roberts(another polio guy) was still with us. I did trainings on PASS plans as funding streams at the conference. I also worked on the NCIL SS commitee prior to the Ticket to Work

3. Add another to MN moved with my Aunt

in Sept to a very nice Sr building. She had a stroke. We got through the 14 days of diarrhea they caused by sending laxatives home she did not need. They promised someone to help coordinate rehab the following Monday. They showed up 6 weeks later. There were tears of frustration several times before we got the hang of it all.

Got through my kidney stones in December, wonky gall bladder required surgery last Thursday but not before a scare from a faulty ECG machine the Friday before that and I had had a heart attack in the last year.

One slightly senile neighbor thought that people in wheelchairs beelined in nursing homes at the Tuesday afternoon Coffee Clutch but we forgive her because otherwise she has been nice. Just said what she was thinking at the time. Probably saw herself sitting there.

Trying to get her into water therapy this month to strengthen her knee and hip so perhaps she can walk again. She just barely hates not being able to walk more than being seen in a bathing suit at age 71 having lost about 80 lbs in the last 9 months.
