Mom charged in fatal fire to get bail hearing

LOUISVILLE, Ky. — An Army wife charged with setting a fire that killed two of her children at a Fort Campbell apartment will get a bail hearing in March.

U.S. District Judge Thomas Russell set a March 13 hearing in Paducah for 35-year-old Billi Joe Smallwood during a conference call Wednesday with attorneys. Smallwood has been held without bail since her arrest in Georgia in November.

Smallwood is charged with malicious damage and destruction by fire to property owned by the United States resulting in deaths in the May 2007 blaze at the Fort Campbell Army post on the Kentucky-Tennessee border.

Two children, 9-year-old Sam Fagan, and 2-year-old Rebekah Smallwood, died in the blaze. Smallwood’s husband, Army Spc. Wayne Smallwood, and their toddler daughter, Nevaeh, survived the blaze.
