I would swear on a stack of Bibles that I had a paperback about 1995 that was the plot for the first Pirates of the Caribbean movie. Unfortunately, I started de-cluttering and threw it out and now I can't find any trace of it. A little help?

The book is "On Stranger Tides" by Tim Powers. Yes, the similarities were mighty noticeable.

Tim Powers is more fantasy than science fiction, but his excellence transcends category. And he's lightyears ahead of the Tolkien wannabees.
