4. It is early. They still might co-sponsor.
Ahm, put delicately, the Clinton's are not open campaign finance people, in any particular way. I am not surprised that the Jr. Senator from NY is not an original co-sponsor of this.

I just rediscovered the Benton Foundation site when I google for the WIN Act (posted separately). It's a much better site now than what I remember from when I was really into digital divide issues.
