Those helped by the release of water were the Republican-voting farmers in eastern Oregon. Those harmed were Democratic-voting Californians and western Oregonians.

My God. Where does Karl Rove find time to do so much Democratic sabotage? How many different disenfranchisement "projects" is he hanging on to at once?
Maybe he's not as smart at propaganda as we once thought, but he's still a genius at organization.
