It is much better for any Senator to be trying to positively impact the legislation that will be passed, rather than simply adding his name on a bill that will not move at all.

That diary, obviously not even from a MA resident as he said he knew nothing about EOR, is likely a vendetta from someone still angry Kerry won the 2004 nomination.
