It was a Democratic initiative that the Bush Admin resisted at first as hard as they could. The idea was that one single agency might not have the communications problems that the separate and non-communicative agencies had all had around 9/11. (You remember, we must share info when it comes in and have a central processing base.)
The dialogue in the Congressional Record shows a few floor speechs by Kerry. He was supporting a stronger response to the need to getting everyone on the same page as far as information coming in. He was opposed to some of what the Bushies were doing, including all the problems with locking out unions on TSA. And Kerry specifically talks about infrastructure problems in the floor speeches.
Anyway, this sound like the next skiff that the lefty freepers will attempt to put out to sea. The HSA, in theory, is a good idea. The HSA, as implemented by Bush, is a crony laden agency that is slow, inefficient and bumbling.
