World summit on UN's future heads for chaos

The British government is mounting a huge diplomatic effort this weekend to prevent the biggest-ever summit of world leaders, designed to tackle poverty and overhaul the United Nations, ending in chaos.

The Guardian has learned that Jack Straw, the foreign secretary, has made a personal plea to his American counterpart, Condoleezza Rice, for the US to withdraw opposition to plans for wholesale reform of the UN. He has asked Ms Rice to rein in John Bolton, the US ambassador to the world body.

The British government is mounting a huge diplomatic effort this weekend to prevent the biggest-ever summit of world leaders, designed to tackle poverty and overhaul the United Nations, ending in chaos.

Mr Bolton has thrown the reform negotiations into disarray by demanding a catalogue of late changes to a 40-page draft document which is due to go before the summit in New York on Wednesday.

Mr Bolton, one of the US administration hawks, became ambassador last month only after a long confrontation with the US senate, mainly caused by his ideological dislike of the UN.

Nicola Reindrop, head of the New York office of Oxfam International, said: "Negotiations are on the verge of collapse."

A representative of another group, at a lunch with Mr Annan on Thursday, described the negotiations as "imploding". . . .


F***ing hell. At this point even the inevitable "I TOLD YOU SO" is utterly unsatisfactory.

Sen Kerry fought so hard against Bolton. He knew what kind of damage could result.
I'm not the least bit surprised by this.

7. I told you this guy was a bastard
and had a heart as rotten as a January pumpkin. Honestly, he is one of the true believers, the Rethugs who wrote the infamous PNAC docs and so forth. A true minion of evil. A harbinger of doom and a steeming pile of horse manure. Hell was full, so they sent him back.

In brief, I dislike the man intensely. He has, apparently, fulfilled his weaselly destiny and is now wrecking havoc at the poor UN. Sigh

They answer to no one.

they are true believers for sure, and they are engaged in a revolution.

Have you ever read Paul Krugman's "The Great Unravelling"? Kind of dated now, but the intro has the best description of the Bush cabal's motives that I've ever read.

They are truly the most dangerous group of thugs in the history of this country.

I can't help but post this interesting commentary by the American Prospect's Mark Leon Goldberg who is writing and blogging from the corridors of the United Nations Millennium Summit.

Read the whole piece, but for John Bolton fans:

    So far, John Bolton is all smiles as he wanders the hall from meeting to meeting. A European diplomat I met remarked that during the negotiations, Bolton has been polite to the point of creepy. But I can't help to think that unlike the ambassadors who only feign optimism, Bolton's cheerfulness is genuine: He may have succeeded in derailing the most ambitious set of UN reforms in the organization's history.

Right to the punch line.

He describes the disaster which is J. Bolton--how he and Bush are squandering opportunities for real reform at the U.N. Nobody can say they were not warned!

The Lost U.N. Summit Meeting
A once-in-a-generation opportunity to reform and revive the United Nations has been squandered even before the opening gavel comes down this morning for the largest assemblage of world leaders ever brought together in a single location. The responsibility for this failure is widely shared. But the United States, as the host nation and the U.N.'s most indispensable and influential member, bears a disproportionate share.

There are several casualties of this failure of leadership, including the need to reform the United Nations and to strengthen its role as a monitor of human rights. But the most tragic loss is a genuine opportunity to help the one billion people around the world who each live on less than $1 a day.

Last month, President Bush used a recess appointment to send his notoriously undiplomatic, and Congressionally unacceptable, choice for ambassador to the United Nations, John Bolton, to New York. He contended that contrary to all appearances and to common sense, Mr. Bolton was just the man to achieve the reforms the United Nations needed. Almost immediately, Mr. Bolton began proving Mr. Bush wrong by insisting on a very long list of unilateral demands. The predictable effect was to transform what had been a painful and difficult search for workable diplomatic compromises into a competitive exercise in political posturing.

With Washington jealously protecting the prerogatives of the Security Council, where it holds a veto, others chose to be equally jealous in protecting the prerogatives of the General Assembly, where the influence of poorer and weaker countries is greatest. And when Washington challenged the right of the secretary general to set specific development goals, others then contested his right to set standards for management or human rights. And so on.
