Well, the media has a John Kerry suggested this in 2004 moment.
below comes from "First Read" on MSNBC.

During the 2004 presidential campaign, when average gas prices had soared above $2 a barrel, Sen. John Kerry (D) demanded that the Administration stop filling the SPR to increase the oil supply. But the Administration disagreed, arguing that the reserve is national security asset and that it would continue to fill it, absent a severe supply interruption. But in announcing yesterday that he wanted to temporarily suspend filling the SPR, Bush said, "Our strategic reserve is sufficiently large enough to guard against any major supply disruption over the next few months."

1. * is stealing many Dem ideas now.
But he isn't willing to go far enough to do much good. He wants higher standards but will not stick it to Big Oil. He wants to oh-so-gently suggest to the oil companies that they stop gouging--while the House Dems want strong laws in place and prosecutions to take place immediately with zero tolerance.

He wants oil companies to voluntarily "reinvest in better technologies", while House Dems want to raise fuel economy standards, take away subsidies and use that money to invest in new technologies going toward energy independence. He wants us all to stop being addicted to oil, but turns around and proposed gutting ANWAR to suck every last drop out of Alaska--to further feed our oil addiction.

Dems have had stricter and better proposals for months and years, always to be shot down by Repubs in oil lobbyists' pockets. Now * comes out with what he acts like are new ideas about ethanol and technology! A question came at the press avail yesterday: "Republicans say that the Democrats are getting in the way of passing better standards..." and Pelosi's response was, "Ha, Ha, Ha, Ha!" Then she said that they have put out all the bills and they have had all the votes, and only they are to blame. I loved her smack-down to any hint that Dems have any responsibility for this mess.

2. I had heard that suggesting being made, but I had not heard the
response. Good for Pelosi.
