This is a most tantalising idea, but no, Mr. Lovegood, the editor of 'the Quibbler', really is Luna's father and Snape does not have a daughter.

Which begs the question, what about a son? What if Draco is Snape's son? It would explain a lot about what happened at Snape's house when Draco’s mother came to visit him.
