1. It's a kind of ornamental kale, I believe.
You see a lot of those up here in our city gardens.

3. It should be.
I usually grow the curly kind and then a sort of purple Russian kale that's got flatter leaves. I've never tried the one in your picture as food, but I don't see why it wouldn't be edible. It's of the cabbage family. Here's some good info. http://www.hort.wisc.edu/mastergardener/Features/foliageplants/ornkale/ornKale-Cab.htm It says toward the bottom that they're edible but maybe more bitter than regular kale.
