Electronics help needed for novelty device

So, here is my idea, and I'm hoping someone might be willing
and able to help me design and build this thing.

1) Take one solar powered landscaping light and remove bulb.

2) Replace bulb with a very loud piezoelectric buzzer or siren
(like the one in a personal security alarm, smoke alarm, etc.)

3) Implement timer delay so that X number of hours after dusk,
the alarm sounds Y number of times at Z intervals- randomness
is acceptable.

4) During the day, the device re-charges.

5) At night, the alarm sounds more or less randomly (but very
loudly) through out the night. Every night. For months and
months and months.

6) Bonus Points: A remote control that can activate it from
1/4 mile away.

It would be nice to have one of these things made before
Halloween.

It's been years and years since I've touched a soldering iron,
so I'm really hoping for something I can make without using
one.

Anyone have any ideas?

1. Ian the laws are not in your favor. I have some great ideas too,
but you actually have to get a patent for your ideas before they are developed. Before that time, (no patent, anyone can steal your idea, even if you expressed it on a message board).

Believe me, I am going to pursue a DU ME soon!

Cancun. I had made some Mexican contacts (in Mex., at least at that time not sure now, 51% of the corporate ownership had to be from Mexican citizens. I spoke to an attorney and the VP of Wet and Wild twice.

The attorney said not to disclose the location when talking to W&W because i would have no legal option if they chose to use it. When I finally disclosed the location I was informed that someone already had the rights to Cancun, Puerto Villarta (sp?, not sure) and Acapulco.

My mom prior to that contact TGI Fridays about franchising a restaurant in her area, but they were corporately owned.

My point is if you disclose an idea to anyone, and it is not LEGALLY recorded as belonging to you, they can take it and you will have no recourse.

Edited to add: Ian the attorney said that you can not protect an idea, (that was what I was trying to say). There is no way to protect an idea, it has to be documented. I suspect those adds (which I have not seen in a long) which stated, we will pay money for your ideas (probably stole people's ideas). I was just trying to say be careful.
