Cheney forces the OSP to get "proof" of WMDs so you can go to war for oil, while the OLC rewrites the law to allow torture to get a link between Saddam and Iraq as insurance (since there's no real proof of WMDs, and someone's gonna figure that out eventually). But, don't wait until the last minute. Get in and get going. Right after 9/11 start enacting all the plans so when the military gets in place you can get right in and kill Saddam, send KBR and Halliburton in, and get right to that oil Cheney promised his friends (and the Bush's business partners the Saudis) in that secret energy meeting.
