What's actually happened here: without a Congressional showdown, the 45-day delay has happened and the investigation that should have happened in the first place will be done. Bush loses credibility within Republican ranks, and those who are against any foreign governments/companies running our ports have time to marshal our arguments.

Clinton may not have done us the disservice that was initially assumed here on DU.
