1. The sidewalk issue comes up often

Some states outlaw it, others have no rule.

In CA there is no law specifically prohibiting riding a bike on the sidewalk. Q. What happens if you are backing out of your driveway and run into a cyclist riding down the sidewalk? (A. usually if you hit the cyclist it's your fault, if the cyclist hits you it's her fault).

I've seen plenty of close calls between sidwalk cyclists and pedestrians or cars. That said, younger kids riding on the street alone is not a good idea, period.
