But, it's falling because it has TOO MUCH substance. We can use the facts in there over and over though as we flesh out the differences between Obama and Sen. Clinton. That's what voters are really looking to find out. Who has what it takes to manage these complex and dangerous foreign affairs. This evaluation of her record, written in 1995. is a good start.
