Is it possible to resign, with a good record, and get unemployment?
Or is the only qualifier that the employer lets me go via conditions such as layoffs or other incidents of which I am not at fault?

1. Check your state
There are variations among states.
Here, you can resign and collect unemployment if the resignation was in lieu of terminaton, or if your pay was cut more than 25%. Other good cause for quitting may also qualify you for benefits. However, if no good cause for resignation, then sorry no benefits.

2. In NY yes
if you can prove a hostile workplace (which could be a co-worker problem, workload problem, many other problems)...
