1. Why do they have to be local?
Just out of curiosity. A job like a web developer, I wouldn't think would require someone to come into the office. Especially today with gas prices, pollution, road congestions, and all that. Just wondering....

2. I just started here so I can't really speak for them.
That's just how they like to do things. I suppose I should be happy they do it that way, otherwise they could just outsource it to someplace like India.

3. I got a call once from an outsourcer
He said that he could provide programmers from India 'cheap', only $25/hr. (I'd consider that not a huge savings) So I guess the administrative costs can be high.

Some feel it is more advantageous to look for programmers worldwide, and not just locally, so that you can hire based on the quality of their work.

Frankly I don't see anything wrong with hiring someone from India if they truly have a great portfolio. Not for the savings, though. Anyone who is hired should be paid fairly, along with a bonus if the company is doing well.

Oh well, don't get me wrong, I'm just having conversation.
