"The Illinois General Assembly is about to rock the nation. Members of state legislatures are normally not considered as having the ability to decide issues with a massive impact to the nation as a whole. Representative Karen A. Yarbrough of Illinois' 7th District is about to shatter that perception forever. Representative Yarbrough stumbled on a little known and never utlitized rule of the US House of Representatives, Section 603 of Jefferson's Manual of the Rules of the United States House of Representatives, which allows federal impeachment proceedings to be initiated by joint resolution of a state legislature. From there, Illinois House Joint Resolution 125 (hereafter to be referred to as HJR0125) was born."

That's the headline of this article by Steven Leser.

It's not news that this route to impeachment exists for many who read these diaries. There is a petition campaign going on to urge state legislatures all over the country to take it up. Illinois appears to be the first state legislature that has a bill on the docket, and that IS news. The Democrats control this legislature, and if they succeed in passing it, it will likely snowball all over the country.

Read this next part. The US House will be OBLIGATED to take up impeachment if this bill passes in the Illinois legislature, and if more legislatures follow, it will nationalize the 2006 elections around this issue AT LEAST and possibly frighten the Republicans to toss Bush overboard.

"Should HJR0125 be passed by the Illinois General Assembly, the US House will be forced by House Rules to take up the issue of impeachment as a privileged bill, meaning it will take precedence over other House business."

I want to urge everyone who reads this to flood theIllinois State Legislature, Democrats and Republicans, with calls and emails to support this bill. No matter where you live, let Illinois legislators know that the eyes of the nation are turned to them and supporting them every step of the way.

Let's get this thing done. Read Steven Leser's whole article. He has posted the bill on the page I linked, and it has ELEVEN grounds for impeachment, and when you read what they are, you will surely be moved to support this historic and courageous move to save our republic. Edit: Just occurred to me: Someone needs to put the word out to DNC, moveon.org, AFL-CIO to put some money behind ads to run in critical districts once this thing gets rolling

6. Will Backfire if done Before Midterms
Um if impeachment is forced before 06 elections, won't the impeachment vote simply fail?

Granted such a result could HELP us win back congress, but then wouldn't impeachment be off the table in 07 due to double jeopardy? Or does double jeopardy not exist wrt impeachment proceedings.

Also - does the judiciary committe have to vote on an impeachment resolution coming from a state leg., or does it go straight to the House?

8. The bigger message is what counts.
If it fails, it only emphasizes the rubber-stamping stronghold of the U.S. congress & its blind allegiance to one of the most unpopular presidents ever. It also puts a spotlight on the desperation felt by the country to get rid of him. Illinois isn't the only state resorting to this possibility -- California, Vermont, & Maine are in play, too.

12. No it won't backfire.
Let them vote it down! Articles of impeachement originating in the State legislatures getting voted down in congress before the mid-terms? That will piss of alot of people and we gain both houses.

Once the house is secured, then articles can be raised again by the Judiciary Committee.

It'll go to committee and disappear. Just because it originates in the states doesn't mean it avoids the committee process.

Yes, a state legislature can pass a resolution recommending impeachment. Its not clear that they can force a member of Congress to introduce that measure, but even if they can, it simply gets referred to the Judiciary Committee in the same way that an impeachment resolution gets referred to Judiciary when introduced by an individual member of Congress. And until the Democrats control Congress, any impeachment matter sent to the House Judiciary Committee is going to disappear without any action. I'm not suggesting that we shouldn't support the adoption of a resolution by the Illinois legislature, but everyone should understand that its not a shortcut.
