Illinois is first, eh?
So Illinois calls for impeachment and forces the House to debate the resolution. Republicans take it as a chance to talk about how Democrats just want to get rid of Bush, not help the country. Republican after Republican spews odious bile on the House floor. Democrats are cautious, but decide to go with the tack that if a state legislature cares enough to pass it, we must listen to the people and at least open up a committee on the subject. Regardless, it is voted down by all Republicans and all but the most fearless Democrats.
Then California calls for impeachment.
Again the House grinds to a halt, forced to debate it. This time the Democrats pick up some steam. They say "Hey. Two states out of our union have demanded we do this. We ought to at least listen to them enough to investigate." Republicans jeer. They call it the decline of the Democratic party. It's voted down again, but more Democrats jump on the bandwagon and it's out there in the national dialogue.
Then another state does it...
And if they fail, then another...
