Well I seem to remember in the one of the only acts that I agreed with Bush about, he offered the oil companies decommissioned military bases as land for them to build on. Many of which are in the middle of nowhere, but close enough to communities to provide for the manpower, but even that is not necessary. I am sure there are plenty of people who would relocate for a union job that pays very well with great benefits.
