Katrina Vouchers… Redux!
We hate to say “We told you so”, but…we did! As predicted, the Right is pushing hard to extend the supposed “one-time only” voucher program that was authorized as part of the FY 2006 Department of Defense Appropriations bill last winter. When it was originally passed, the Right proclaimed an opportunity for an ongoing national voucher program, while Senators on both sides of the aisle promised this would be a one-time only emergency program, and that it was not to be extended beyond the 2005-06 school year. Nevertheless, Senator Hutchison has disregarded these commitments and attached an amendment to the Emergency Supplemental Appropriations bill to add $350 million to extend the program for another school year. She has done so despite the fact that the majority of school districts still haven’t received one penny of the funding promised to them from the program as originally passed.
Senators Alexander, Kennedy, and Enzi, the original sponsors of this program, assured us that it would be only for one year. But the Right wants to undermine that assurance and take advantage of the tragic circumstances Gulf Coast students face in order to advance a political agenda. Rather than extend the flawed voucher program, Congress must redirect the money to Title 1 of the No Child Left Behind Act or other programs that can better assist the specific needs of the displaced students of Hurricanes Katrina and Rita.
