This should be interesting. My first choice is Hopper (A Bug's Life) because they bully everyone else into doing dirty work for them while they live a life of luxury.

He seems pretty innocuous compared to the Lizard King.

7. I'm thinking Scar from "The Lion King"
Along with a few of his sidekicks, he conconcted an evil plan to take over leadership of the tribe from the rightful heir. He did so so he could proclaim himself king, a position that he felt he rightly deserved, but he never really earned it. He proceeded to work with his sidekicks to keep all of the animals in the savannah loyal through fear. Nothing was too evil or out of line in the name of maintaining control, not even the murder of others.

By the way, I'm talking about Scar here, not *. ;)

22. No question, for me...
The weasels in "Wind in the Willows". The saloonkeeper, Winky, wins Toad Hall from Toad in a crooked gambling game. A crooked judge upholds it and Toad watches from a distance as evil thuglike weasels sprawl all over stately Toad Hall.
