Is * looking much worse than usual?

I'm just this evening catching some clips of * giving his little talk on energy today. Even in the few seconds they're showing, he's slurring, drawling, pausing in inappropriate places, smirking, whining, leaning--all at once. Now, yes, these are things he always does, but it seemed so much worse today. I know that they usually clip out his very best moments for airing on the news, so the rest of the speech must have been totally embarrassing.
