4. What he should have done...

What Bush should have done was right after 9/11 do an all out invasion of Afghanistan and Pakistan and find Bin Laden. 90% of Americans favored an invasion of Afghanistan.
We would be fighting the very same people that committed the 9/11 attack. And the war would be legal and fully backed by the United Nations and NATO.

And leave Iraq alone.

What happened though was Bush thought 9/11 would be a good excuse to invade Iraq. So he did just enough in Afghanistan to cause the Taliban to fall, then he moved to Iraq right away.
