WASHINGTON (Reuters) - The U.S. House of Representatives gave overwhelming initial approval on Wednesday to a landmark civilian nuclear cooperation accord with India, an important but far from final step in making the agreement a reality.

The approval vote was 359-68 after lawmakers rejected amendments that aimed to put limits on India's nuclear weapons program and were proposed by critics concerned the deal would harm nonproliferation goals.

Lawmakers also rejected an effort to defer action until India did more to back U.S. efforts to contain Iran.

Edward Markey of Massachusetts, head of a bipartisan nonproliferation task force, lambasted the deal as pouring "nuclear fuel on the fire of an India-Pakistan nuclear arms race" because it would allow New Delhi to expand its nuclear weapons production to upward of 50 bombs a year from seven.

1. This is the deal they made on the "mango stopover" recently. I'm surprised

there wasn't more discussion about this deal, naive as that may sound. It came as Korea (and Iran) was ratcheting up the rhetoric and, as you say, India's not a non-proliferation pact member.

5. The Bush administration continues to make major political

decisions about other Countries based solely on the personalities of who happen to be in charge. We went to war with Iraq because Saddam was bad. We aren't worried about Pakistan because Mousharif is good. We like the leaders in India. We don't like the leaders in N.K. or Venezuela.

The fact is in places that we are willing to share technology like Pakistan, India or Russia are just one coup or election away from turning "bad". We can't get the technology back so we would have to go to war to stop them.

Everyone knows that wars are bad. But, they are especially stupid when a great Nation like the U.S. goes to war just to unseat a leader that we think is a threat. The allies in WWII declared war on Germany because it had clearly, irrefutably shown that they were in the process of conquering numerous other countries. That is a far cry from the phony reasons given to attack Iraq.
